Looks like it isn't in the released Config Guide, it was in the 3.3.1
release notes...

1. You store all of the users locally? This will *only* work on users
NOT stored in RADIUS. Remember there is a limit on the number of local
users.
2. I believe it is 'set user username port 1' to set the port limit
to 1.
If the user authenticates via RADIUS you have no choice, it has to be
part of their RADIUS entry.
Personally I would never use the local table if I had the option to
use RADIUS...
