Go into - main - control panel - system - virtual memory - set accordingly.
If you are serious about the 'tuning' of your NT box, get the resourse kit
for NT, it has a great book on performance and lots of utilities for
monitoring the box. As for some 'rule of thumb' settings for your box, 48
Meg initial / 96 meg max of swap and 7 meg max of registry space.

As well, check out main - control panel - system - tasking and make sure
foreground and background tasks are equally responsive. This is important on
server boxes so that service processes (I assume radius is running as a
service) get enough cpu cycles.

The solution to any problem lies in its proper definition.
