Framed-Route question

After reviewing many messages on this list reagrding routing, I have a
simple question.

In a standard office router connecting to a PM2 configuration, the OR's
RADIUS entry would include:

Framed-IP-Address = x.y.z.1,
Framed-Netmask = 255.255.255.0,
Framed-Route = "x.y.z.0 0.0.0.0 1"

What is the significane or explanation for using 0.0.0.0 as the gateway?

What is the difference between specifying 0.0.0.0 as the gateway as opposed
to using x.y.z.1?
