Settings made on a port are for hardwired ports. You can put an MTU
value into RADIUS, but I wouldn't recommend that.
Win95 uses PPP, and during the PPP negotiation MTU is set. Win95 asks
for 1500.
You've overlooked the #1 cause of disconnects: the modems.
