Bound is a transitionary state between READY and ACTIVE. When a modem
passes its self diagnostics, it registers itself in the available
pool(READY). As a call comes in, and a DSP is brought up to handshake it is
BOUND to a specific port. Once its ready for data communication, it becomes
ACTIVE.
