This is the case on our Annexes too. We found that IBM MWave and USR
Sportster 28.8s are the worst for it.. though the 33.6 from USR
and a driver for the MWave both work.

Win95 also seems to be the biggest culprit.. the USR Sportster 28.8s
semi-work with 3.1 and Macs (read USR = Buggy)

This would be my last guess since they are downloading something..
