OR-U routing problem

This went into the Livingston support email queue hours ago, with no
response, and they're closed now. Let's see if I don't get more help
from the unofficial channel...

I've got a customer with an OR-U connected to our PM2e with a 5-BRI board.
I love 'em - works great! We now have an issue where they've put a modem on
the serial port, and can't route past the OR-U.

The basics:
OR-U with ComOS 3.4.2Lc1 IP address = 199.184.220.5
Dialup users are always assigned IP address 199.184.220.3

Routing table with no user logged in:
north-router> show rout
Destination Gateway Flag Met Interface
--------------------- -------------------- ---- --- ---------
0.0.0.0 205.181.197.2 NS 1 ptp3
205.181.197.2 205.181.197.2 HLC 1 ptp3
199.184.220.0 199.184.220.5 NLC 1 ether0

Routing table with user logged in:
north-router> show rout
Destination Gateway Flag Met Interface
--------------------- -------------------- ---- --- ---------
0.0.0.0 205.181.197.2 NS 1 ptp3
205.181.197.2 205.181.197.2 HLC 1 ptp3
199.184.220.3 199.184.220.3 HLC 1 ptp0
199.184.220.0 199.184.220.5 NLC 1 ether0

north-router> show global
System Name: north-router
Default Host: nsp-sed.com
Alternate Hosts:
IP Gateway: 205.181.197.2
Gateway Metric: 1
Default Route: Quiet (Off)
Name Service: DNS
Name Server: brainiac.com, hal.brainiac.com
Domain: nsp-sed.com

The 205.181.197.2 address is our PM2. Their class C on the ethernet
happily routes correctly, but the user can't get anything *but* the machines
on their ethernet.

Trying to get to the dialled-up machine from our end results in packets
hanging at their OR-U:

brainiac:~jh# traceroute 199.184.220.3
traceroute to 199.184.220.3 (199.184.220.3), 30 hops max, 40 byte packets
1 ajax.brainiac.com (205.181.190.3) 1.929 ms 1.62 ms 1.495 ms
2 cornfed.brainiac.com (205.181.197.1) 7.126 ms 7.196 ms 6.49 ms
3 dod.brainiac.com (205.181.197.2) 7.965 ms 7.815 ms 7.448 ms
4 north-router.nsp-sed.com (199.184.220.5) 44.532 ms 39.002 ms 40.407 ms
5 * * *
6 * * *
^C

Have I missed something basic here? As far as I can tell, the routing shown
on the OR-U is correct, so why can't the traffic get to that line? Thanks
in advance for the help.
