WHO designates it that way? Here in SWBT they dont care. ISDN here is flat
rate $57/mo for 2b+d 24/7.

Chain routers together. but then you have to order more isdn lines.

Great. I guess it has its place and is necessary in some areas and cases,
but here in Houston, nobody does frame relay (anymore) exaggerating of
course and there is an AFAIK on there. All my cohorts and peers are using
PRI's or BRI's now for 24/7 net connex.
