You have to set the S0 register in the USR that gets it to answer calls.

Here's my modem settings for USR's which I have found to be quite
reliable:

purcell> sho modem usr
Short Name: usr
Long Name: USRobotics V.34
Optimal Speed: 115200
Type: User Defined

Init Script: Send Command Wait for Reply
-----------------------------------------------------------
AT&F1M0S0=1&W\r OK

You want to set the login service to be telnet rather than portmaster and
the port type to be login/network (if you want to have PPP dialins).
Here's the port settings you want:

Login Service: Telnet Telnet
