(PM) PM2 not resetting modem

I have seen a problem with my PM2 3.7.2.
Simply stated, it does not send a reset command to the modem after using
Dialout/IP to call out over the network. I put a protocol analyzer on one of
my modems to verify this, and the problem was confirmed.

Any ideas as to why this is?
