It shouldn't. If it does then that's a change.

Well, this doesn't really prove anything since folks have reported trouble
with the idle timer in the past - users staying idle longer than the
port idle timer even with no Idle-Timeout from RADIUS.

It isn't supposed to. 0 values returned from RADIUS is normally treated
as if that ACP had not been sent by the RADIUS server - telling the NAS
to default. While I'd *like* it to override things, that isn't how it
was designed.
