Try setting the correct netmask. If this is a single IP address try:
255.255.255.255.

Are you sure the remote location supports CHAP? You may also want to set
PAP on.

Also you may want to get one of the JAVA PPP debug tools and see where the
connection is failing after the PPP starts.
