While it is possible to configure your NAS in such a way that you cannot
properly terminate calls on all of your inbound channels, the result is
(to the best of my knowledge) always a RNA or a busy tone.
The "all circuits are busy" recording comes from the telco, and it sounds
like they're just not providing enough capacity to your trunks, much the
same way our RBOC isn't providing enough capacity to ILEC at some
crossconnect somewhere. On one of our hunt-groups of 13 trunks, we're
only able to fill about 11 to 11 1/4 before Bell starts serving that
recording.
