It has one additional advantage:

For customers who have purchased only 64K service from you, it doesn't
cause them to generate outgoing calls on the B channel just to be
told "no, you can only do 64K".

This is a BIG advantage in regions where you are charged on a per-call
basis rather than a per-minute basis for local calls.
