When running in -x15 mode, what is the last line in the
debug? Even if you wait 30-45 seconds Radius
doesn't do anything?

What other command line options are you using? Have you checked
your logfile? Are you using the -A command line option? One of
the things that could be happening here is accounting could be
backed up.

I don't recommend NNTP and Radius on the same
machine, ESPECIALLY if you are getting a decent
news feed. NNTP can make the machine crawl at time,
and Radius can not get the cycles it needs to authenticate.

I would recommend more ram or split Radius/NNTP as
above.
